The industry is experiencing a widening skills gap when implementing technical privacy requirements. As organisations increasingly rely on digital technologies, the importance of cyber security and data privacy cannot be overstated. ISACA's Certified Data Privacy Solutions Engineer (CDPSE) is a technical experience-based certification that addresses this need.

Two movements that offer context on this skills gap include:

  • The growing need for certified professionals - As technology evolves, so do the challenges related to privacy and security. Organisations require professionals who can address advanced cyber threats and ensure data privacy. According to Forbes, the demand for individuals with expertise in implementing privacy controls is still on the rise.

  • The National Institute of Standards and Technology workforce demand report estimates a shortage of 3.4 million cyber security professionals worldwide. The short shelf life of technical skills - Rapid technological advancements mean that the shelf life of technical skills is getting shorter. New technologies and processes emerge constantly. This calls for continuous learning and adaptation. Professionals need to stay updated to bridge the skills gap. Wiley University Services released a report called "Closing the Skills Gap 2023: Employer Perspectives on Educating the Post-Pandemic Workforce". The report found that 48% of HR professionals are concerned about progressively updating employee skills.

The first of its kind, CDPSE validates the certification holder’s expertise in implementing privacy controls into their existing and future systems, networks and applications.

The ISACA CDPSE certification addresses the gap by validating expertise in implementing privacy controls. CDPSE certification provides a means for enterprises to identify technologists who can incorporate privacy by design into technology platforms, products and processes.

The current data privacy landscape

Addressing the gap in technical privacy knowledge and skills is crucial. Beyond the confines of business structures, data privacy is a concern for the wider community in Australia, New Zealand and the Philippines.

As the nation deals with multi-faceted challenges, two things that are top of mind in the Philippines: cyber security and economic stability. When it comes to cyber security, about 87% of Filipinos gave high approval to bolstering this and safeguarding data privacy amid breaches of Philippine government network systems. This is according to the PAHAYAG First Quarter Survey (P2024-Q1) survey by PUBLiCUS Asia, Inc. Additionally, the consultancy firm noted that there is strong support across various demographics. In particular, in regions like the Visayas (91%), among the 50-59 age group (93%), and among high-income individuals (91%).

When it comes to recruiting experts who can protect data privacy, a similar story is playing out within businesses. According to ISACA's State of Cybersecurity 2023 report, data protection ranks among the top essential skills for cyber security professionals. Organisations recognise the need to safeguard sensitive information, follow regulations and maintain customer trust.

However, finding and keeping the people with the right qualifications is a challenge. ISACA's report found that hiring managers continue to have low confidence in cyber security candidates’ qualifications—a theme carried forward for several years now. Only 26% of those surveyed believe at least half of applicants are well qualified. Retention difficulties persist too. They decreased in 2023, but remain high. 56% of respondents said their organisation struggles to keep talent (vs. 60% in 2022).
